Management Measures for New Feed and New Feed Additives

The "Management Measures for New Feeds and New Feed Additives" have been reviewed and approved at the 6th Executive Meeting of the Ministry of Agriculture in 2012, and are now announced and will come into effect on July 1, 2012.
Management Measures for New Feed and New Feed Additives
Article 1: In order to strengthen the management of new feed and new feed additives, and ensure the quality and safety of animal husbandry products, this method is formulated in accordance with the "Regulations on the Management of Feed and Feed Additives".
Article 2: The term "new feed" as used in these Measures refers to a single feed that has not yet been approved for use and is newly developed within the territory of China.
The term "new feed additives" referred to in these Measures refers to feed additives newly developed within China that have not yet been approved for use.
Article 3: In any of the following circumstances, an application shall be submitted to the Ministry of Agriculture for review in accordance with the approval procedures for new feed and new feed additives stipulated in these Measures. If the review is passed, the Ministry of Agriculture shall announce the production and use of feed and feed additives, but shall not issue certificates for new feed and new feed additives:
(1) Expanding the scope of application of feed additives;
(2) The specifications for the content of feed additives are lower than the requirements of the safety use specifications for feed additives, except for those formulated by feed additives and carriers or diluents in a certain proportion;
(3) Significant changes have occurred in the production process of feed additives;
(4) New feed or new feed additives have not been put into production for more than 3 years from the date of obtaining the certificate, and other enterprises have applied for production;
(5) Other situations stipulated by the Ministry of Agriculture.
Article 4: The development of new feed and new feed additives shall follow the principles of science, safety, effectiveness, and environmental protection to ensure the quality and safety of new feed and new feed additives.
Article 5: The Ministry of Agriculture is responsible for the approval of new feed and new feed additives.
The National Feed Evaluation Committee (hereinafter referred to as the Evaluation Committee) organizes a review of the safety, effectiveness, and environmental impact of new feed and feed additives.
Article 6: Before the new feed or new feed additive is put into production, the developer or production enterprise (hereinafter referred to as the applicant) shall submit an application for approval to the Ministry of Agriculture, and submit application materials and samples for the new feed or new feed additive.
Article 7: The application materials include:
(1) Application Form for Approval of New Feed and New Feed Additives.
(2) Product name and naming basis, product development purpose.
(3) Identification report and physicochemical properties of effective components and chemical structures, or classification and identification report of animals, plants, and microorganisms; Microbial or fermented products should also provide a strain preservation number issued by a national level strain preservation institution designated by the Ministry of Agriculture.
(4) Scope of application, method of use, recommended dosage in formula feed or full mixed diet, and if necessary, provide maximum limit values.
(5) Production process, manufacturing method, and product stability test report.
(6) Draft quality standards and their preparation instructions, as well as product testing reports; For those with maximum requirements, effective components should also be provided in the formula feed
