Management Measures for Approval Numbers of Feed Additives and Additive Premixed Feed Products

Article 1: In order to strengthen the management of approval numbers for feed additives and additive premixed feed products, these measures are formulated in accordance with the "Regulations on the Administration of Feed and Feed Additives".
Article 2: The term "feed additives" as used in these Measures refers to small or trace amounts of substances added during the processing, production, and use of feed, including nutritional feed additives and general feed additives.
The additive premixed feed referred to in these Measures refers to a feed mainly composed of two or more types of nutritional feed additives and formulated in a certain proportion with carriers or diluents, including composite premixed feed, trace element premixed feed, and vitamin premixed feed.
Article 3: Feed additives and additive premixed feed products produced within the territory of the People's Republic of China shall obtain the corresponding product approval number before production.
Article 4: If a feed additive or additive premixed feed production enterprise produces customized products for other feed or feed additive production enterprises, the customized products may not require a product approval number.
Customized products should be accompanied by labels that comply with Article 21 of the Regulations on the Administration of Feed and Feed Additives, and indicate the words "Customized Product", as well as the name, address, and production license number of the customized enterprise.
Customized products are limited to the self use of customized enterprises, and production enterprises and customized enterprises shall not provide customized products to other feed and feed additive production enterprises, operators, and breeders.
Article 5: Feed additives and additive premixed feed production enterprises shall apply for product approval number to the feed management department of the provincial people's government (hereinafter referred to as the provincial feed management department) and submit the following materials:
（1） Product Approval Number Application Form;
（2） Copy of production license;
（3） Product formula, product quality standards, and testing methods;
（4） Product label style and usage instructions;
（5） Product self inspection report covering the main component indicators of the product;
（6） If applying for the approval number of feed additive products, the verification conclusion of the main component index testing method of the product issued by the feed inspection agency designated by the provincial feed management department should also be provided, except for products with national or industry standards;
（7） Applicants for the approval number of new feed additive products should also provide a copy of the new feed additive certificate issued by the Ministry of Agriculture.
Article 6: The provincial feed management department shall review the application materials within 10 working days from the date of acceptance, and may conduct on-site inspections if necessary. If the review is qualified, notify the enterprise to send the product samples to the designated feed quality inspection agency for review and testing, and decide whether to issue the product approval number within 10 working days based on the review and testing results.
The product review and testing should cover the main component indicators and hygiene indicators specified in the product quality standards.
Article 7: If an enterprise applies for multiple product approval numbers at the same time, the samples submitted for review and testing shall meet the following requirements:
（1） For applying for the approval number of feed additive products, samples should be submitted for each product;
