The "Regulations on the Administration of Feed and Feed Additives" were revised and passed at the 177th executive meeting of the State Council on October 26, 2011. The revised "Regulations on the Administration of Feed and Feed Additives" are now announced and will come into effect on May 1, 2012.

Regulations on the Administration of Feed and Feed Additives
(Promulgated by Order No. 266 of the State Council of the People's Republic of China on May 29, 1999, revised in accordance with the Decision of the State Council on Amending the Regulations on the Administration of Feed and Feed Additives on November 29, 2001, and passed at the 177th Executive Meeting of the State Council on October 26, 2011)
Chapter 1 General Provisions
Article 1: In order to strengthen the management of feed and feed additives, improve the quality of feed and feed additives, ensure the quality and safety of animal products, and maintain public health, this regulation is formulated.
Article 2: The term "feed" as used in these regulations refers to products that have been processed and produced industrially for animal consumption, including single feed, additive premixed feed, concentrated feed, formula feed, and refined feed supplements.
The term "feed additives" referred to in these regulations refers to small or trace amounts of substances added during the processing, production, and use of feed, including nutritional feed additives and general feed additives.
The catalog of feed raw materials and the catalog of feed additive varieties shall be formulated and announced by the agricultural administrative department of the State Council.
Article 3: The agricultural administrative department of the State Council is responsible for the supervision and management of feed and feed additives nationwide.
The department responsible for the management of feed and feed additives under the local people's government at or above the county level (hereinafter referred to as the feed management department) is responsible for the supervision and management of feed and feed additives in its administrative region.
Article 4: Local people's governments at or above the county level shall exercise unified leadership over the supervision and management of feed and feed additives in their respective administrative regions, establish and improve supervision and management mechanisms, and ensure the implementation of supervision and management work.
Article 5: Feed and feed additive production enterprises and operators shall establish a sound quality and safety system and be responsible for the quality and safety of the feed and feed additives they produce and operate.
Article 6: Any organization or individual has the right to report any violation of these Regulations during the production, operation, or use of feed and feed additives, and has the right to provide opinions and suggestions on the supervision and management of feed and feed additives.
Chapter 2 Approval and Registration
Article 7: The state encourages the development of new feed and new feed additives.
The development of new feed and feed additives should follow the principles of science, safety, effectiveness, and environmental protection to ensure the quality and safety of new feed and feed additives.
Article 8: Before the newly developed feed or feed additive is put into production, the developer or production enterprise shall submit an application for approval to the agricultural administrative department of the State Council, and provide samples of the new feed or feed additive and the following information:
